Remaro missing?

I remember I talked with Undyne and she said Remaro was in Seyuka. I know there's supposed to be some encounter with Malnaj but it didn't happen. I went to Seyuka and he's not there. In fact the quest "sorcerer and gentleman" isn't in my journal even.
