Like the title says. The dialogue prompt usually shows up after recruiting Xoti- I cleared out the Engwithan ruins, returned, and it still hasn't. After loading a save from before this, it seems to trigger correctly. I'm playing with the beta patch on Steam; I don't seem to have the correct permission to upload the saves.
