Static charge is clearly applied to enemies on hit, although it is described as a "beneficial effect". However, when my character scores a crit with the weapon, the animation plays, but I don't see any damage numbers either in the combat log or above enemies' heads. I'm not 100% certain it's not doing damage, but it definitely doesn't look like it is.
