    I can confirm removing steam beta has fixed this issue. Strangely enough, I had opted out the beta a long time ago, but I used the -clearbeta command to launch steam and then it worked.

    New patch has broken my game as well. Infinite loop after double clicking the game executable or in steam as mentionned by 3 other people in other posts as well.
