  1. The new Steam update seems to have solved the problem. Even with KB4100403 installed PoE launches successfully.
  2. I removed the KB4100403. PoE is working again. At least until Win10 decides to selfupdate again.
  3. Yesterday I played the game without issues. Afterwards in the evening I installed the NVIDIA Driver 397.93. I did a OS restart. Afterwards the OS installed KB4100403. I did a system restart. Then the PC was shut down. Today I started the PC, opened up Steam and clicked on "play". The games starts to load, the icon in the taskbar appears, the screen goes black. But instead of showing the Obsidian signature, the game crashes. checking the game file integrity reveals nothing output_log.txt, dxdiag.txt and the message in event viewer are attached. sidenote: PoE 2 is starting up fine. Doing a full reinstall of NVIDIA 397.64 does not solve the problem. I guess the KB4100403 is the culprit crash.zip
