After bumping into this small thread when looking if I could create dual-bladed lightsabers in kotor or should just find them, I registered here to give you some insight into actually wielding weapons. I have trained for a decent number of years with a huge variety of martial weapons so I think I have the grasp of the basics of wielding them. I am by no means a master but I can handle myself with all of them.
There is not a huge difference in grasping how to handle a single handed weapon compared to a dual wield, may it be a double blade or double handed single blade. The difference boils down to fighting tactics and therefor is simply a choice. The reason for their comparability lies in the balance that is needed in wielding them, both are of one piece and hence use the same type of focus on balance.
There is however a great difference in grasping how to wield two separate blades, especially if those blades are similar in weight, balance, etc. Wielding two katanas is extremely difficult even the use of a katana and a waki-zashi is something only a master of blades has any chance of pulling off with any form of grace. The difference here compared to the single, double blade weapon styles is due to balance, the difficulty decreasing when using smaller off-hand blades(or shields). Balancing the use of two normal type swords most often will lead to the impairment in the use of one of the two blades due to it being out of reach for use in the fight effectively. Hence a totally new style of fighting needs to be learned next to be able to use both swords separately. Just try to wield two 1 meter sticks(3+ feet) and hit something with it.
The most common form of dual wield is the sword-dagger style, most often a parrying dagger. This of all forms of wielding is if mastered the most deadly in it's use.
Considering lightsabers the use of a double-blade would be rather foolish but luckily it's a game that doesn't take into account that the advantage of double blade or pole-weapons is their threat range. Realistically the grasp area of a double bladed lightsaber prevents the weapon from being used anywhere near effectiviness against a single blade and a dual wield even would make this worse. Just take a stick of wood around 180 cm or just below 6 feet an try to wield it holding it strictly in the middle and make some attack moves. Now do the same but allow you grip to be able to shift away from the center of the stick, the latter is much more easily done and allows for a huge variety in both offense and defense. Hence a double bladed light-saber would have small blades at the end and a quite large holding area, like a double bladed spear.
So a small summary:
Double-blade and single blade are not exceptional hard to learn, the difference is manifested in the greater freedom in movement for the single blade compared to the greater threath range of the the double blade(assuming that one could hold the blades on their actually blade surface).
Dual wield is extremely hard to learn when using two identical weapons of medium-to-large size.
This still is a huge generalisation but hopefully helpfull enough to grasp the use of these types of styles and weapons.

P.S.: Within the game's restriction I would opt for three crystal slots for the double-blade.
P.S.S.:A split of feats can simply be added as a difficult option it doesn't require a change in the game engine at all.
