No, the plus sign is shown only when there is an enchantment ready to buy, but in this particular case it is misleading. I think the problem is related to this bug:
https://forums.obsidian.net/topic/98309-enchantments-disappearing/
So there are some other enchantments ready, but they are hidden because of a bug.
