There are lots of game breaking bugs around the Inez character after trying to read more info about our shared issue. Unfortunately not finding too many with the exact same issue as ours. I had left completing this quest for a number of days and last night decided to try it once more to find that it no longer showed a map marker for it. Same results of not being able to use gathered evidence so just bit the bullet and completed it. May have missed out on character perk due to this but need to check. Could be a long wait/never fixed bug though.

I did the same route you have with this quest only i hacked the computer for info before completing to the point of convincing willard to get lost. I also found the info in the party room too but in the radio interview i can't bring up any information at all. Also i remember reading the blackboard and not having the required skill check but something about me reading the blackboard came up in convo with willard. I think it may be an easily bugged quest. My previous save was 2 hours before this as well so not redoing it lol.
