I think the game picks which leg is missing at random, there's a post on Reddit with another person missing their left leg. My first character was missing the right leg then when I started a new character, it swapped to the left leg. (Didn't complete the game, just needed to change my traits)

I'm running into the same issue on my 9070XT. One thing I did notice as well, is my character has lost his earring. He should have the clap earring on the ear that's visible but that's gone missing, and changing outfits/helmets doesn't bring it back
