It seems like im softlocked from finishing the game since i can't access any computers because im "being pursued for crimes" this is so annoying

I'm playing the outer worlds 2 thur the Xbox App and have a GPU thats capable of using frame gen RTX 5070 and having the drivers all setup but the option isn't available in the graphics setting. What am i doing wrong?
