I'm still having the same issue on the latest update.

I'm still unable to complete this quest. While the Bees were above the skybox for a few days, they had completely disappeared so we tabled the game until the next update. After booting it up today with the new patch the bees are still not there. We tried sleeping, using Game Repair -> Fix Bug Locations, restarting the server, etc. We've also looked around the area where they are supposed to spawn and cannot find them.

I’m having the same issue. I see two bees high up in the sky but cant shoot them.
