I'm having the exact same problem as above – I only get the one option to hand over the drinks. I found the vial before I started the quest, and also talked to Ruanga twice the first time I met her to agree to switch the poison. I started this quest early and now have finished everything else in the area, so I'm too far in just to start over. Very frustrating.
