The Finer Things in Battle Quest not popping

This also happened to me, progressed through the zone at normal pace, had upgraded a few items to blue before arriving at this point in the main quest. After saving the apothecary, quest was not given. Has this now locked me out of the pentiment achievement for completing all side quests?
