    Okay, this had me and my missus stumped. Eventually we found a solution. For us anyway. Go to Cad Nua. Speak to the steward and ask 'What's the state of the keep?' then click 'End Dialogue' The 'Stronghold Actions' window appears, click 'Party Management' and swap Sagani into your team. That's it, honestly, the fox appears. Hope this helps.
