Hey, same issue here. I tried to do some googling, but didn't found anything very useful... I tried with 3 different old accounts, and a new one, nothing worked.
From what I saw while searching, it might be a NAT issue in the Xbox network parameters (Settings > Games > Xbox Network) where it is put as Moderate or Strict instead of Open. But when following this troubleshooting guide (https://support.xbox.com/en-GB/help/hardware-network/connect-network/xbox-one-nat-error#general-nat-troubleshooting) nothing changed... so I don't know
