Made an account just to suggest the same thing. About the hosea flowers, even before I gathered all the petals from above, none respawned under the plants at all after several days (on my save and a friend's). Only the rose ones spawned. I think before 1.0, petals used respawn on the ground under the hosea flowers atleast. Petals should not be more rare than twinkling shells.
