Make sure you are light enough before you try jumping to the platform. I figured this out via trial and error. Use the locker to the right of the platform and press Y to transfer all your heavy weapons and armor. Then try jumping again. I promise it will work this time. If you sell or transfer items you will also be able to sprint/run and walk faster as well. Best of luck!
