[Scaffolding Purpose?]

it's not nessesarily needed for tall staircases either, cause i build one without scaffolds from the stones near the hedge onto the birdbath

 

[Game not allowing to place blueprint down to build]

i have the same thing with floors and walls.  various items can no longer be placed  on the same  floor you are at. they end up at the next floor.
