After getting the key to the chairman's office from Clarke I go to the HHC building, through security and the elevator is closed and will not open. I cannot get up to the Chairman's office for the City and the Stars quest or to see Sophia to finish the Long Distance quest.
On my first visit to the Back Bays I didn't have money for MacRedd's tribute and I didn't follow the "kill MacRedd" dialog. I left to go get more money for a tribute and when I returned to the Back Bays I was greeted by an outlaw saying, "MacRedd says you're ok" and had access to the Back Bays without talking to MacRedd and paying tribute. I am on Xbox One.
