I've reinstalled my graphics drivers, reinstalled the game on multiple drives, taken one monitor out of the equation.
It works on another computer, but being that I don't have another computer it doesn't work for me.I've beat my head against this problem over and over and over for the last 19 hours and I can't figure it out for the life of me. I want to play this game, it worked fine for THREE DAYS before suddenly ****ting all over itself, so if anyone has anything they can give me, please tell me.

Welp, it worked for one launch, and in that launch a black bar appeared at the top of the screen saying 5120x2880 downscaling 1 2560x1440, I exited game after a successful boot and IMMEDIATELY reopened it and the error came back.
I have two monitors, will try it with one unplugged later today.

Further thinking: The game is acting like it's downsampling or downscaling the entire application. It's exactly 1/2 the width and 1/2 the height of the display that the mouse works in and when first booted the game it was trying to run in 5120x2880, as a matter of fact I'm pretty sure it mentioned 5120x2880 downscaled to 2560x1440, and that was an option available to me in the graphics settings that has suddenly disappeared. Any thoughts?

Update: Installing on a different drive, completely clean did not work. At this point I'm going to try installing on another PC, but I'm willing to bet that works since no one else seems to be having this problem.
Of course that doesn't actually resolve the issue since I only own one PC and this would be just for testing. -

Disable Anti-Aliasing
Many users have reported running into framerate issues and frequent crashing. If this is happening on your machine, go to the Graphics options and move the Graphics Quality slider to the left. This will disable anti-aliasing and should help your game's framerate.

Lower Resolution
If framerate issues persist after disabling anti-aliasing, then lowering resolution can sometimes add significant increases to performance. Set Power Options to High Performance
One user discovered that switching the Power Options to High Performance greatly increased their framerate.

Run as Administrator
Some users are reporting major performance issues when not running the game as an administrator. If you are noticing issues such as this, please make sure that you are running the game in administrator mode. You can do this by doing the following:
- Navigate to the Pillars Of Eternity install folder.
- Right-Click on the executable icon.
- Choose Properties.
- On the Compatibility tab, select the Run This Program As An Administrator option.
- Click OK.
- If you see a User Account Control prompt, accept it.
Make sure to run the game as Admin when you both install and play the game to prevent issues; such as portraits not loading, unable to save, or some crashes.

Disable Anti-Aliasing

Reinstalled it with no DLC, all files deleted from the folder they were in on my Z:\Steam Library\Steamapps\Common and registry entries cleared and deleted. I will now try to install it on a different drive. If anyone has ANY tips or things I may have missed, the game is acting as if it is 1/4 the resolution it actually is, and switching to windowed mode almost universally breaks it, forcing it down and to the right off of my screen save for the top and left 1/5 maybe? It has made the game completely unplayable.

The game acts like it's displayed on only 1/4 of the screen, the mouse cursor has to be far up and to the left to click on anything and changes back to a desktop cursor outside of that 1/4 boundary.
Game was working just fine yesterday, no issues.So far I've tried:
Reboot.Verify steam Files
Reinstall
Run as admin
change resolutions
upgrade video drivers
delete registry entries and reinstall
Run in compatibility mode
I'm currently in the process of uninstalling all DLC and trying to boot from there. Will update as relevant.

Welp I'm dumb. I forgot i had GeDeSaTo installed and it was impacting the game. Turned it off and boom.
