The Gamorreans were gone, the whole compound was empty, i re-started and it went through fine

There are no bodies to search, and i've combed the place over a few times, nothing to pick up

I'm on Telos, and I went into the Exchange building, killed all the enemies, but nothing happened. The door that Loppak Slusk went into is locked and i can't get in.
