Yeah there are a lot of bugs with Blow the Man Down in general...
-
Can confirm these do not transfer, nor do Dungeon Delver, Song of the Heavens, Galawain's Boon, or any other +stat trait as far as I can tell.

There seem to be a bunch of bugs with this quest. I found Lamond and decided to go along with his plan of luring out Benweth by stealing his ship. I got to the underground dock, killed everyone, and then went up to the western rampart and rang the bell 3 times like he said to. Nothing happened, so I went back down to the underground docks and the ship was indeed gone...but I had no idea what to do next. My journal hasn't updated since I first heard Lamond's plan. Lamond and his crew are gone from the forge area, but Benweth is still in the command area and hasn't reacted.
Hope they fix it next patch!

Several quests require you to access the black market at Delver's Row. I learned the location of Delver's Row from a bartender. She told me the directions to get to it in the narrows and that it was behind a curtain near a merchant's stall. However, to access Delver's Row, I had to pass a rather steep perception + Streetwise skill check with only the Watcher's skills counting. Once I used svef to get my perception high enough, I was able to discover the hidden entrance that I already knew about.
So I'm not 100% sure, but it feels like that skill check is only supposed to be there if you haven't already learned where Delver's Row is. However, so far as I can tell, the only way to get into Delver's Row is to pass that skill check, which requires a specific stat build for the Watcher.
Am I right that this is a bug and the game should recognize that I already know how that Delver's Row is behind the curtain?
Could be a bug, not sure; but there's another way to access Delver's Row that I found accidentally; (minor spoilers) take the lift in the Gullet down to the Old City Overlook, proceed to the Ruins area, and locate a hidden switch in the ruined Ondra temple in the southwest corner of the map. This leads to the Undercroft (hidden dock), which itself connects to Delver's Row. I ended up needing to exit the Old City this way after they took the lift cage back up. Obviously, it's a dangerous and circuitous route.

I think you might be supposed to go back to Lamond and tell him you've cleared the docks? I did that before ringing the bell and the quest proceeded as it was supposed to.
Ah that might explain it. Will probably be starting a new playthrough after some patches anyway. Did you get any journal entries after you cleared the dock?

Found another potential issue with this quest. If you talk to the thugs with serafen in your party after discovering that they robbed Radora, you have two options: accept their deal with the principi or attack them (and get aggressive disposition which is a big no for my Paladin). It feels weird that there's no way to just say no to them but not attack them.
Also encountered this one. Went with it anyway, but I was kind of expecting to be able to get him to back down instead of killing him or going along with the extortion. Although after a few Streetwise checks with Zamar I still completed the quest without violence and got the discount,,,just not as morally as I had hoped.

Seems others have reported the issue is with the bell, and might have something to do with being in stealth mode during the ringing.

Here's the file; I was eventually able to complete the quest using the alternate method of blowing him up with the harpsichord. Do Lamond and the Drake come back at some point or did I not miss anything by completing the quest this way?

I'm still very early in the game, trying to do the Blow the Man Down quest at Fort Deadlight. I'm stealthing it, so I found Lamond and decided to go along with his plan of luring out Benweth by stealing his ship. I'm trying to complete this by killing as few pirates as possible, so did I completely miss something, or is this quest bugged?

Dispositions - sliders instead of individual?

Yeah, doesn't make much sense to me either. Even the PoE1 seemed version better. You could have opposing dispositions, but the highest one usually won out in terms of comments and consequences. In this one it just seems more like a random tally. "Yep, you've unlocked Passionate 2 and Stoic 4, better mention how passionate you are here and how stoic you are in the next check."
