After defeating Aefre I imprisoned her, and then ransomed her to a Distant Relative before going back to the Salty Mast to end the quest. Now, I only get the standard greeting from Maea, asking if I've done anything about the thugs. The journal entry for the quest says that I should report back to her, as she will be happy I dealt with them.
