    Fragments of a scattered quest bugged? (spoilers)

    Hey kinda banging my head against the wall on this one don't know if I'm not doing something right or if its bugged but I'm trying to complete eders personal quest and I'm in Act 3 but the quest is greyed out saying that I should take the standard to someone in the dyrnard row but Lady webb is dead and ive tried going to twin elms and talking to the cypher there but they dont say anything and ive added the grieving mother to my party but still nothing advances the quest.
