Solved it, apparently Allow on to my virus scanner means "okay, don't allow even though I was given permission. Got it."

Starting steam as admin did not work, so I checked the security tab and all permissions are allowed for my user. I attempted an uninstall and reinstall into the original steam games directory and had the exact same results. attached new output log. output_log.txt

Same issues, posted topic myself hoping for a reply.

Missing Gui, cannot play the game without guessing what things say. Steps to Reproduce the Issue: Launch game, same issue every time Screenshot Verified cache, reinstalled, uninstalled and changed install directory, attempted to find solutions online, no such luck.
