    Can't progress Fragments of a Scattered Faith

    Since arriving at Caed Nua, I have been unable to make any progress in Fragments of a Scattered Faith (Eder's quest). Eder was present when I killed Maerwald, but the quest is stuck at the stage "Maerwald was not in any condition to answer questions when we found him. Eder will have to decide how to proceed from here." I just finished Act II, hoping that progressing the story would trigger the quest somehow, but I think I may have just locked myself out of it entirely. During Act II, I was unable to speak to the Records Keeper in the Ducal Palace (it would tell me he was busy with his scrolls), and no dialogues triggered with Eder. Is there any way I can progress the quest?
