N00b question: how to use toolset on OC?

How does one edit the NWN2 OC? It's easy to change some campaign settings, but opening the acual modules up to edit PvP settings seems impossible. The OC prohibits PvP in most/all areas (it seems) so it would be nice to remove that restriction.
