Update, I found another thread where a guy had gotten to the last level on the master below and then his had reset. I realize this may have been the catalyst for mine as well.

I finished white march 1 and went back to caed nua and all of the quests and maps had reset as if I had never been there? I loaded up an old save from the middle of white march and will try to finish it to see if it gets reproduced.
