    My problem is following (sorry for language failures): during the mid-game I accepted quest in the "hill" inside the city in the Bay. I accepted the quest which was like about missing guards, entered the area, did the quest and left the area. After that I received another quests there, but: As of now the area is blocked for me and cannot return there. Just guards and the fence. Internet is full of advises that I can bribe 1000 someone but I have no guard who is offering such an option.
