Hi which status effects does liberating exhortation work on or which ones doesn't it work on if listing that is easier? Does it protect during its duration or simply remove effects that were present?

Hi, does the apprentice sneak attack talent affect a wizard's spell damage? The tooltip implies it but what little I've heard seems contradictory.
