Solutions

  1. marxzao's post in Cannot change language on Steam was marked as the answer   
    I had the same problem, and so I searched the registry for configuration data.
     
    Under the path "HKEY_CURRENT_USER\Software\Obsidian Entertainment\Pillars of Eternity" there is a key "LanguageName_h2027703280".
     
    I changed the value from "german" to "english" and the game now runs completly in English.
