I had the same issue in my first game but restarting the game fixed it. I have not seen the issue since and that includes in two other games (normal and hard difficulty and with and without expert mode) that I quickly started just to try to recreate the bug.

Hello I started a new game (hard, expert mode) and found I could not loot corpses or containers. I can pick the lock on the chest in the starting area, the cursor changes when hovering over an item that can be interacted with, my character runs to the item and a sound effect plays but no loot window appears. The problem persisted beyond the starting area. I can pick up quest items and herbs. After restarting the game twice, in different difficulties and both in and not in expert mode, I was unable to repeat the error. In both new games i was able to loot normally. I'm sorry but I could not find a save game file or the output log I have seen mentioned in other posts. I will try again later when I have more time.
