Visage of Concelhaut unavailable for Evokers?

So, I realize that Evoker Wizards are not supposed to be able to summon, but usually, this isn't the case for Summoning Items.

I just got the Skull of Concelhaut and was so stoked to use it, just to realize it is unusable, as only the Watcher can equip the pet, and the Watcher can never use conjuration, being an Evoker Wizard.

 

I just wanted to make sure this is intended, because I think it's needlessly restrictive (making this unique pet useless), and because I really hope it could be changed.

We have some instances of odd interactions that are presented with classes, Ill check and get this added in as well.
