The Soul Blade's descriptions says that "Shred Cipher spells cost less focus", however the Soul Blade passive ability says that "Cipher abilities cost -5 Focus".
Creating a Soul Blade and picking Whispers of Treason seems to confirm that the discount applies to all powers since in the spell hotbar Whispers is labelled at 5 Focus cost and is not greyed out when you have 5 focus.
