Treasure Map allows drawing of boons from bottom of location deck

Seelah used her ability to move a boon (Soldier) from top of location deck to the bottom.  Exploring revealed a Treasure Map barrier, which she defeated.  The next card was a Spectre so it couldn't be drawn, but I noticed that I could select the Soldier from the bottom of the deck and the draw it.

I've experienced this as well. I thought it odd at the time, but didn't exactly mind, and then promptly forgot about it.
