I noticed this last night when I got the Improved Spell Collector (+4 to acquire spell); I didn't really observe if the base Spell Collector has the same bug, but I just couldn't miss the fact that I suddenly have +11 points spell recharges before I even roll. (Also, I roll with my normal +7 on Arcane item recharges, so at least the bug targets spells in particular, not all recharges)
You can use the 'Mark Solved' button beneath a post that answers your topic or confirms it's not a bug.
The time that devs don't have to spend on the forum is a time they can spend on fixing the game.
