Turkey refuses to accept this because this is suicide for them. If Turkey accept Armenian genocide - this is transform their national heroes into terrible war criminal and their country into bloody abomination created by horrific human sacrifices. Just imagine same situation in US - founding fathers suddenly become a Murikan Hitlers and whole country become a Evil Empire created by genocide. In other words - West systematically try make fatallity to their most powerful ally. Two possibilities here: they do it especially (strong Turkey not needed for them - Arab spring in Libya style etc), or Western elites are just too dumb. Have you ever seen a Muslim country ever recognize their atrocities?
