The card text says you get a +4 penalty to the difficulty if you HAVE Weapon Proficiency, but I seem to be getting it for characters who do not. You can use the 'Mark Solved' button beneath a post that answers your topic or confirms it's not a bug. As in, non-proficient characters do not get a penalty, hence why I let Ezren carry it around. Proficient characters DO get a penalty because they are proficient at using weapons, unlike this goblin-made piece of metal on a stick.
