Card minimum lockup

So i just beat an adventure and on the rewards screen i bumped Merisial up to 3 allies. However, i did not end the scenario with any additional allies, and now i cannot progress beyond deck reconfiguration nor can i back up to change my decision.

Simarlarly I discarded an armor card while playing, finished the scenario, and now can't progress out of the deck building screen because I didn't pick up another armor card leaving me 1 short. I cannot find a way to replace basic cards from the 'box'.

 

*edit* same look as Justin's picture above, just to confirm. No cards below to add, 1 short above, greyed out green arrow
