[435] Hunting Bow and Implement base damage inconsistency

Rods do 2 more base damage than other implements. Hunting Bows do the same damage as implements but fire slower, and implements are best of damage type.

 

Conclusion: 11-16 probably wouldn't be too bad base damage for implements, and Hunting Bows could use a bump. They've always been bad. War Bows are currently not great this build either (from being the best ranged weapon of v392).
