I'm actually still trying to reach level 30. My first two play throughs, I fell a level or two short. This time I've tried to grind a bit more, as well, I think I found the quest I missed the first two times that kept me from earning the perfectionist achievement. Hopefully that extra XP will help me reach level 30.

Even by doing all the quests you won't reach 30 without some grinding. The last area before the boss is a great place to grind though if you are short on exp.

I didn't reach 30 on any of my runs. Lowest was 26. Highest 29. That said sometimes I was skipping enemies when I had to refight them. (For example between the two archons in the spire.)

You can 30 without grinding, but that involves a fair amount of going back & forth between areas to solve quests, get to shops, etc. If you optimise your runs through the areas, and/or run past some enemies, you'll need to grind a bit - but probably no more than an hour or two.

I was level 26-27 right before the boss battle and it couldn't have taken more than 10-20 minutes of back and forth grinding to reach 30.

After doing all the available quests we could find we still only got to level 26 on our first playthrough.
