Dragons can use magic items as well, such as Amulet of Dragonkind which one of its abilities allows the dragon to maximize its breath attacks. There is also Mithril Wing guards, spiked tail mace, and an assortment of other nastiness that can be equiped and enchanted. That fact, in turn, has probably prompted the NWN2 developers to work harder in order to make a better game (it might be harder for Obsidian, but this isn't a bad thing for us consumers).
