It's also something of a catch-22, as anyone who tries to bring charges under it marks themselves as clearly deserving of whatever emotional pain they've suffered at the hands of the internet. It is fascinating and amusing to see how the US manages its law-making, as follows: Sen. Arlen Specter, a Pennsylvania Republican, and the section's other sponsors slipped it into an unrelated, must-pass bill to fund the Department of Justice. However, I suspect this sort of rubbish is happening in every democracy. The only difference in the US is that it happens in the open, not behind closed doors. Which is why things like 'It is illegal to shoot a whale out of the window of a moving car except with a harpoon' and 'It is illegal to sell peanuts in Lee County after sundown on Wednesday' ever come to pass.
