The ground level, not the sublevel.

They are not exactly the same. Even the exterior is different:

And differences in the interior are more significant. Previously, the Council hall was covered by a rather low ceiling, now it's under the open sky.

Judging by how it is only partially rebuilt as show by the piles of rubble blocking off certain sections one could assume that the ceiling in the Council chamber has just not bee finished yet. If you look at the two pictures that you posted you will see that the basic design of the building is exactly the same in the before and after photos. I would guess that if the building were to be completely finished it would likely look almost exactly the same as in the original.

 

Anyway, I like the original, because it's finished. :-"

A pile of rubble only blocks the path to the landing pad where the Ebon Hawk was in the first game, whoch doesn't need any rebuilding, only cleaning.

I seem to recall that the other path up to where the rooms were was also blocked off however that might just be in the ruined state before the rebuilding. :huh:

THe KotOR1 enclave has to be better for a couple of reasons.

1) It's a nice place, not some abandoned wreck anyone but a salvager would enter.

2) There's a lot of people there, all the jedi, all the NPCs etc.

3) The design's good, and the outside look is good.
