Military Base on Telos

How do you get into the sublevels of the miliary base on telos? Is this just yet another part of the game that Obsidian cut out, or is there some way to open the door? Thanks for the assist.

This seems to be another removed area from the game due to the rushed release.

Will be glad if I am mistaken.

I ask this because I spent a half hour running up and down the facility looking for the "nearby console that may open this door". Also early in the level, I picked up an administrative ID card which I hoped could be used to open the door, but I realized it's not useable at all :(
