Ok, I just talked to that purple woman on telos and she wants me to kill her boss at the exchange but I cant get inside.

 

I killed 4 guards before I talked to smurf lady.

I've seen this issue come up before. I believe that there's a bug in the game that prevents the guard from respawning, thefpre preventing the mission from being completed. Apologies.
