If I recognize the voice right, he is also the voice of Yakko on Animaniacs, Pinky, from Pinky and the Brain, and Raphael from the 80s ninja turtles. In other words, yes I've seen them. SOOOO AGREEEEEEEEEEEEEEEEED SS2 had some of the most atmospheric voice actings EVAR!!! Yeah, ToEE had terrible voice acting, TERRIBLE!!!! EVAR!!!
