PC perfomance issues (frame drops and freezing)

Game is constantly dropping frames and has a stutter effect that persists for 5-30 seconds or its freeze frame for the same amount of time. Either standing doing basically nothing or in the crafting menu. Eventually it goes back to normal framerate. In multiplayer. One other person with me on Xbox.
