When does "Peril on Gorgon" take place?

It would just take a lot of extra work to make it after the end.  Would have to add dialog to characters having them acknowledge what happened at the end of the game.  Depending on your end game choice you'd have completely made yourself an enemy to all the corporation's.

 

With unlimited time and budget I'm sure more games would have their DLC take place after the end game.  As it is, that's a lot of extra work when you can just add it before the ending.

It's not THAT much extra work. Most of the work goes towards creating new character models and locations. Adding a couple of minutes of dialogue here and there is a fairly minor expense by comparison. Especially if the main story is wrapped up in a way that takes into consideration that there will be post game DLC>

It probably would be more than a few minutes of dialog.  The ending of outer world's involves something that affects all of halcyon.  Meaning any NPC you can talk to, would realstically have something to say about that.

 

Unless you are saying they should have changed the main story to wrap up in a way to fit with the DLC.

 

You have to realize also, that DLC was not something they planned to have.  They had hopes of doing DLC, but it was not guaranteed until the game sold well.
