Perk - A Few Bits More - Possibly Bugged?

Been playing the game and I'm having fun and everything but I noticed something off with the perk A FEW BITS MORE. Don't know if it's a bug or not, but it just feels... wonky. Basically, it only works on vendors and vending machines in the same cell as you. So if you wait/sleep for at least 24 hours on your ship and transition to say Edgewater, none of the vendors there will be affected by the perk. But if you manage to wait/sleep in Edgewater, all of the vendors and vending machines in the same cell WILL be affected but no vendors outside of that cell won't be. I've tested this in and around Edgewater, and on a couple of other planets and I get the same result. Also, I'm playing on PC if that matters or not.
